The Washington State Board of Health is seeking your input on the costs of draft state rules that may impact you or your business. Please complete the cost survey by Monday, December 28, 2020.
Chapter 246-101 WAC – Notifiable conditions, outlines requirements for health care providers, health care facilities, and laboratories to report information necessary for public health officials to protect the public's health by tracking infectious and noninfectious conditions.
The Washington State Board of Health (Board) and the Washington State Department of Health (Department) are in the process of revising the rules. We are seeking input on potential costs to you associated with the draft rules. We sent surveys in November 2019 to assess the cost of significant changes in the draft rules; the responses informed the initial cost-benefit analysis for the proposed rules. Since that first survey, the Board and Department have added addition language to the draft rules to collect race, ethnicity, and language data.
The current survey focuses only on the sections that include these new draft changes since these costs were not captured in our last survey. Attached are the sections that incorporate these additional demographic reporting components. The working copy of the full proposed rules can be found on the Board’s rulemaking web page along with supporting documents that outline proposed changes.
As part of the rulemaking process, the Board and the Department are required to analyze the probable costs of complying with new rule requirements and the impacts the new requirements may have on small business. These costs may include the cost of equipment, supplies, labor, professional services, and increased administrative costs; as well as whether compliance with the proposed rule will cause businesses to lose sales or revenue.
