Board of Nursing, Licensing Discipline Update

OLYMPIA – The Washington State Board of Nursing (WABON) has taken disciplinary action or withdrawn charges against the following healthcare providers in our state.
The Washington State Board of Nursing is committed to protecting public health and safety by regulating the competency and quality of all Licensed Practical Nurses (LPN), Registered Nurses (RN), Advanced Registered Nurse Practitioners (ARNP), and Nurse Technicians (NTEC).

Benton County:
The WABON has entered into an agreed order with Kenneth L. Wilke (RN.RN.00174172) on his registered nurse license. Wilke must continue to comply with the Washington Health Professional Services (WHPS) monitoring program. It was determined that Wilke self-administered controlled substances that were designated for disposal.
Clallam County:
The WABON has charged registered nurse Kathleen M. Humphrey (RN.RN.00081564) with unprofessional conduct. The statement of charges alleges that, on multiple occasions, Humphrey administered medication to a patient without a valid prescription order.
Grant County:
The WABON has indefinitely suspended the registered nurse license of Candace Anne Stephens (RN.RN.60878268). Prior to petitioning for reinstatement, Stephens must contact the Washington Health Professional Services (WHPS) monitoring program and, if required, enroll in the monitoring program. Stephens must also complete the required coursework. Stephens repeatedly failed to document the administration or disposal of narcotic medications for multiple patients on multiple occasions.
Lewis County:
The WABON has charged registered nurse Michelle Denise Gilreath (RN.RN.00138090) with unprofessional conduct and has entered into an agreed order with Gilreath. Gilreath must continue to comply with the Washington Health Professional Services (WHPS) monitoring program. In February 2024, Gilreath was observed to appear impaired at work. In July 2024, Gilreath was observed displaying concerning behavior at work and was subsequently arrested for driving under the influence.
Okanogan County:
The WABON has entered into an agreed order to reinstate the registered nurse license of Shannon Marie McDonald (RN.RN.60027186), subject to conditions. McDonald must continue to comply with the Washington Health Professional Services (WHPS) monitoring program.
Whatcom County:
The WABON has charged registered nurse Laurie D. Dupar (RN.RN.00089180) with unprofessional conduct. Charges state Dupar continued to use the term “nurse practitioner” on her business website and LinkedIn webpage after the Board entered an order in October 2023 that Dupar cease and abstain from promoting herself as a nurse practitioner, advanced registered nurse practitioner, ARNP, or NP.
Yakima County:
The WABON has released Margie Evelyn Eunice Hays (LPN.LPN.60067369) from the terms and conditions on her licensed practical nurse license.
Out of State:
California:
The WABON has indefinitely suspended the registered nurse license of Dennis Brian Klumb (RN.RN.60441800). Prior to petitioning for reinstatement, Klumb must contact the Washington Health Professional Services (WHPS) monitoring program and, if required, enroll in the monitoring program. This action follows a California Board of Registered Nursing order revoking Klumb’s California credential based on his plea of no contest and conviction of Driving Under the Influence.
The WABON has indefinitely suspended the registered nurse license of Belinda Lovo (RN.RN.00165434). Prior to petitioning for reinstatement, Lovo is required to contact and actively participate in the intake process with the Washington Health Professional Services (WHPS) monitoring program and, if required, enroll in the monitoring program. The California Board of Registered Nursing entered an order placing Lovo’s California credential on probation, subject to restrictions following Lovo’s alcohol-related reckless driving conviction.
Note to Editors: Healthcare providers charged with unprofessional conduct have 20 days to respond to the Washington State Board of Nursing in writing. The case then enters the settlement process. If no disciplinary agreement can be reached, it will go to a hearing.
