Board of Nursing, Licensing Discipline Update

OLYMPIA – The Washington State Board of Nursing (WABON) has taken disciplinary actions or withdrawn charges against the following healthcare providers in our state.
The Washington State Board of Nursing is committed to protecting public health and safety by regulating the competency and quality of all Licensed Practical Nurses (LPN), Registered Nurses (RN), Advanced Registered Nurse Practitioners (ARNP), and Advanced Technicians (NTEC).

King County
In November 2024 the Board of Nursing indefinitely suspended the registered nurse license of Angeliki Joanna Themelis (RN60324151). In March 2024 the Oregon State Board of Nursing accepted the voluntary surrender of Themelis’s registered nurse license based on an allegation of impaired practice.
In November 2024 the Board of Nursing released Michael Justin Guzman (RN60802248) from the terms and conditions of his registered nurse license.
In November 2024 the Board of Nursing charged and immediately suspended the registered nurse license of Nancy Shirley Ferara (RN60626089), pending further legal action. In June 2024, the Dept. of Social and Health Services, Adult Protective Services, issued a notice of a substantiated finding that Ferara neglected a vulnerable adult. In January 2024, an Initial Order entered by the Office of Administrative Hearings affirmed the substantiated findings.
In December 2024 the Board of Nursing charged registered nurse John David Gaskins (RN61435472) with unprofessional conduct. The charges state that in November 2023 the Missouri State Board of Nursing issued a cease and desist order against Gaskins’s multistate privilege to practice in Missouri based on allegations including failure to conform to nursing standards and intentionally or negligently causing physical or emotional harm to a patient.
Spokane County
In November 2024 the Board of Nursing permanently revoked the registered nurse license of Marc G. Rinard (RN60130602). In August 2024 Rinard was charged in the District Court of Spokane County with murder in the second degree and with first-degree assault with a firearm.
Note to Editors: Healthcare providers charged with unprofessional conduct have 20 days to respond to the Department of Health in writing. The case then enters the settlement process. The case will go to a hearing if no disciplinary agreement can be reached.
