Employer Requirements 

SSB 5499 requires certain employers who hire nurses with an active multistate license (MSL) (without a WA state license) to:

Key Dates

  • Employers may begin reporting MSL nurses to the Washington State Board of Nursing (WABON) staring July 24, 2023.
  • Nurses may begin to work in WA as of July 24, 2023, before employers report this information.
  • Employers must report no later than September 1, 2023.
  • Starting September 1, 2023, employers must report MSL nurses to WABON within 30 days of hire.

Mandatory Employers

These employers and establishments must report per SSB 5499:

For these mandatory employers it is a legal requirement to report. DSHS and DOH will enforce this starting September 1, 2023.

We encourage all employers to report, even if not required.
