OLYMPIA – The Washington State Board of Nursing (WABON) has taken disciplinary action or withdrawn charges against the following healthcare providers in our state.
WABON is committed to protecting public health and safety by regulating the competency and quality of all Licensed Practical Nurses (LPNs), Registered Nurses (RNs), Advanced Registered Nurse Practitioners (ARNPs), and Nurse Technicians (NTECs).

Douglas County
In January 2026 the Board of Nursing charged registered nurse Debbie R. Noel (RN00143022) with unprofessional conduct. Charges state in October and November 2023, Noel did not document the waste of an oxycodone tablet found on the ground, failed to document the administration of controlled substances, and failed to accurately document a narcotic count.
Pierce County
In January 2026 the Board of Nursing suspended the registered nurse license of Christopher L. Calkins (RN00123840) for at least five years. Prior to petitioning for reinstatement, Calkins must contact a monitoring program and, if required, enroll in the monitoring program. In June 2023, Calkins practiced below the standard of care when providing in-home care to a minor patient when the patient’s oxygen saturation monitor was not providing a reading. Calkins admitted that he was hungover while providing care for the patient.
Spokane County
In January 2026 the Board of Nursing released Maxwell York Kraus (RN61603306) from the terms and conditions on his registered nurse license.
Out of State
North Carolina
In January 2026 the Board of Nursing summarily suspended the licensed practical nurse license of Alecia R. Hall (LP00053685) pending further legal action. Hall’s privilege to practice as a registered nurse in the state of Washington under her multistate registered nurse credential issued by the Utah Board of Nursing was also summarily suspended pending further legal action. In May 2025, the Virginia Board of Nursing suspended Hall’s privilege to practice as a registered nurse in Virginia under her Utah multistate credential for unprofessional conduct to include abuse and neglect of patients and falsifying records.
