OLYMPIA – The Washington State Board of Nursing (WABON) has taken disciplinary action or withdrawn charges against the following healthcare providers in our state.
WABON is committed to protecting public health and safety by regulating the competency and quality of all Licensed Practical Nurses (LPNs), Registered Nurses (RNs), Advanced Registered Nurse Practitioners (ARNPs), and Nurse Technicians (NTECs).

Snohomish County
In January 2026 the Board of Nursing indefinitely suspended the registered nurse license of Elvina F Kylyukh (RN60809732). Prior to reinstatement, Kylyukh must contact a monitoring program and, if required, enroll in the monitoring program. Kylyukh failed to comply with a 2025 stipulation by failing to comply with a monitoring program. Kylyukh missed check-ins, test dates, and withdrew from the monitoring program.
King County
In January 2026 the Board of Nursing and Jonathan Caleb Magness (RN61384120) entered an agreed order on Magness’s registered nurse license. Magness must contact a monitoring program and, if required, enroll in the monitoring program. If Magness is not required to enroll in the monitoring program, his license will be placed on probation for at least 18 months subject to terms and conditions. Between approximately June and July 2023, Magness engaged in practices resulting in controlled substance discrepancies. Magness failed to cooperate with the Board by not providing a written statement in response to the allegations.
Spokane County
In January 2026 the Board of Nursing charged registered nurse Whitney Dawn Young (RN60757854) with unprofessional conduct. Charges state Young failed to comply with a Board monitoring program referral contract and the monitoring program. In August 2025, Young admitted to a relapse on alcohol and tested positive on a PEth test.
