OLYMPIA – The Washington State Board of Nursing (WABON) has taken disciplinary action or withdrawn charges against the following healthcare providers in our state.
WABON is committed to protecting public health and safety by regulating the competency and quality of all Licensed Practical Nurses (LPNs), Registered Nurses (RNs), Advanced Registered Nurse Practitioners (ARNPs), and Nurse Technicians (NTECs).

Clallam County
In October 2025 the Board of Nursing withdrew the statement of charges on the registered nurse and advanced registered nurse practitioner licenses of Michelle Marie Craver (RN00114910, AP61255340) and vacated an order of summary action.
Clark County
In November 2025 the Board of Nursing charged registered nurse Carey Ann Walters (RN00143666) with unprofessional conduct. Charges state that in March 2023, the Oregon Board of Nursing placed Walters’s license on probation for at least thirty-six months based on diversion of narcotics from the workplace for personal use. In February 2024, Walters entered into a diversion agreement on an October 2023 DUI charge.
King County
In November 2025 the Board of Nursing charged registered nurse Margaret Leigh Gruber (RN60952252) with unprofessional conduct. Charges state that between September 2023 and early February 2024, Gruber provided home health care to a client, developed a romantic relationship with the client within the provider-client relationship, and engaged in sexual misconduct with the client. Gruber deposited a check written by the client for a downpayment on a property to Gruber’s personal bank account. Gruber later returned the funds.
In November 2025 the Board of Nursing and Stephany Olander (RN61446185) entered an agreed order on her registered nurse license lifting a May 2025 summary suspension. Olander must continue to comply with a monitoring program.
Kitsap County
In November 2025 the Board of Nursing terminated the probation on the registered nurse license of Jesus Samora Vera (RN61315051).
Okanogan County
In November 2025 the Board of Nursing and Toni Sheree Waller (RN00174705, AP61015469) agreed to modification of a 2023 agreed order on Waller’s registered nurse and advanced registered nurse practitioner licenses. Waller’s registered nurse license is no longer subject to probation. Waller’s advanced registered nurse practitioner license remains active with conditions to include record reviews for at least twenty-four months.
Pierce County
In November 2025 the Board of Nursing charged registered nurse Lisa R. Maloof (RN00158217) with unprofessional conduct. Charges state that Maloof failed to comply with a May 2025 Board order requiring Maloof to make an appointment for a mental health evaluation.
Spokane County
In November 2025 the Board of Nursing charged registered nurse Jessica Lynn Andregg (RN60640795) with unprofessional conduct. Charges state that Andregg was referred back to the Board by a monitoring program in July and September 2025 for a significant number of missed drug screens. In March 2022, Andregg entered into a referral contract with the Board requiring Andregg to enter into and comply with a monitoring program. Andregg signed an initial monitoring contract in March 2022, and subsequent contracts in February and June 2025.
Whatcom County
In November 2025 the Board of Nursing charged registered nurse Chris R. Broberg (RN00134438) with unprofessional conduct. Charges state that Broberg failed to comply with a prior stipulation to have his employer submit a performance evaluation report, or if not employed as a nurse, to submit a declaration of unemployment for the quarterly reporting period of March 1, 2025 through May 31, 2025. Broberg also failed to submit a quarterly personal report for the same reporting period.
Out of State
Minnesota
In November 2025 the Board of Nursing and Sara L. Driggs (RN60015759) agreed to reinstatement of her registered nurse license subject to terms and conditions. Driggs’s license is placed on probation during which time Driggs may not practice as a nurse except as part of a pre-approved refresher course to be completed within ten months. Driggs must continue to comply with a monitoring program.
South Dakota
In November 2025 the Board of Nursing charged and immediately suspended the registered nurse license of Jodi M. Whipple-Bewell (RN61070439) pending further legal action. In June 2025, the Minnesota Board of Nursing accepted the surrender of Whipple-Bewell’s credential to practice as a registered nurse. Whipple-Bewell withdrew multiple controlled substances for one patient at the same time, scanned only the barcode of one medication when administering multiple doses, and administered pain medication outside the order range.
